COMPANY HISTORY

The office has originally started in 1964 in NICE, at the edge of the promenade des Anglais, and became the headquarters of PAUL & ASSOCIES. Then, in 2018, a second office was opened in PARIS on the Boulevard Voltaire to better assist our clients based in the capital and abroad.

A notary is a public officer

A notary is a public officer, he can take part in any area of law: family, property, heritage, business, agricultural, local communities… Working on behalf of the government and appointed by the Minister of Justice, he confers an assurance of reliability and authenticity to the deeds he signs. This means that he benefits from important rights as state power granted by the government. Under the official text of Article 1 of the Order of 2 November 1945 on the status of notaries: “Notaries are public officers authorised to record any instrument or contract the parties to which are obliged, or may wish, to invest with the authenticity associated with public authority instruments”.

A notary is a professional that authenticates deeds

He has the capacity of authenticating deeds by stamping and signing the documents. He officially witnesses the willingness of the signers and personally guarantees the content and date of the deed. Thus, this act becomes as official as a final court decision. As such, the notary public stands for an out-of-court magistrate, taking part in an out-of-court justice.

A notary is a self-employed professional

Even though the notary public carries out a public officer mission, he actually works under a self-employed status so he can provide a modern form of public service with no cost for the state since he is responsible for the economic growth of his business. A notary is a professional present across the whole country

With offices spread out across the whole state due to a fixed distribution decided by the Minister of Justice according to local needs, notaries provide a local public service on a judicial level. Notary businesses are not submitted to a particular “numerus clausus” system (that would mean limiting the number of French notaries) but are supervised for a distribution spread out across the whole territory to meet population’s needs.
